THE MUNICIPAL MANAGEMENT POLICY TO GUARANTEE THE RIGHT TO FULL-TIME EDUCATION IN THE MUNICIPALITY OF ALTAMIRA-PARÁ IN THE PERIOD 2009-2024

This study addresses the theme of municipal management with an emphasis on guaranteeing the right to comprehensive education, with the objective of analyzing the offer of full-time education in elementary education in the municipality of Altamira, Pará, in the period from 2009 to 2024. For the development of the research, a qualitative approach was adopted, with methodological procedures based on bibliographic and documentary review. The theoretical framework is based on studies on integral education and municipal management of education, starting from the conception of the right to education. The results indicate that the actions of the full-time education policy in the municipality of Altamira were guided by the guidelines of federal programs, resulting in a direct dependence on the federal government. With the discontinuation of these programs, the municipal policy suffered significant impacts, causing variations in the number of enrollments and in the pedagogical organization of the schools. The absence of its own structured conception of the full-time school model limited its effectiveness, restricting its application to extracurricular activities, without necessarily promoting a comprehensive education of students. The creation of the ESTIMA Program appears as an attempt to consolidate this educational modality, but raises questions about the universalization of this right. The selection of students based on criteria of social vulnerability can reinforce the view of full-time school as a mechanism of social compensation, and not as a right guaranteed to all.
