AS EMANCIPAÇÕES RECENTES NA PERSPECTIVA REGIONAL

Resumo

O presente artigo pretende contribuir com subsídios que permitam avaliação crítica ao fenômeno emancipacionista enquanto manifestação social reativa às relações políticas e econômicas vigentes.As mudanças na Constituição Federal de 1988 delegaram aos estados a elaboração de legislação pertinente às emancipações. Como resultado, houve aumento de 91% no número de municípios gaúchos (de 244 em 1988 para 467 em 1996). Esse rearranjo territorial merece discussões que contemplem além da dimensão econômica e social, especialmente a política.

This article intends to contribute with subsidies that allow critical evaluation to the phenomenon of the emancipations while social manifestation reactivates to the political and economical relationships effective. The changes in the federal constitution of 1988 delegated to the states the elaboration of pertinent legislation to the emancipations. As result, there was increase of 91% in the number of municipal districts in the State of RS (of 244 in 1988 for 467 in 1996).Such I rearrange territorial it deserves discussions that meditate besides the economical and social dimension, especially the politics.
